For as long as I've known him he's got always had this policy. In case a parent certainly won't have the cash to pay for the tuition for their child to attend martial arts teacher he can enable them to train for free. I do the same in my own dojo.
Actually, those that can't afford our services in many cases are the ones that need it the absolute most. They often times originate from broken families, martial arts instructor experience domestic abuse, and therefore are more at risk for joining gangs, getting poor grades, and so on
